
Minister of Community Development and Social Services, Ms. Doreen Mwamba, has officially launched the Risk Management Policy aimed at providing a guiding framework for identifying, assessing, responding to potential risks, and ensuring continuity of essential services to vulnerable citizens even in times of disruptions.
Speaking when she launched the Policy document this morning, Ms. Mwamba emphasized that proactive risk management is vital in today’s complex environment, where the Ministry’s work has a direct impact on the lives of the poor and vulnerable.
“Whether is is through Community Development, Child Welfare, or Social Welfare services, we must ensure that we are not only effective but also resilient in the face of the uncertainty,” she said.
She expressed optimism that the policy will help all departments and units within the ministry to have a common framework for identifying, assessing and responding to risks, whether operational, financial or strategic planning.
The Minister explained that the Policy will strengthen the Ministry’s capacity to anticipate and respond to challenges, while safeguarding the delivery of essential services.
“It is a blueprint for building a culture of anticipation, preparedness and continuous improvement,” she added.
She added that the policy aligns with the government’s broader agenda to strengthen public sector management, enhance service delivery, and uphold the highest standards of accountability.
Ministry Chief Risk Officer, Mr. Miselo Chita, described the policy as a strategic enabler.
He encouraged all departments to take ownership of the policy adding that formalizing how the ministry anticipates, responds and learns from risks will safeguard the operations and the dignity of the poor and vulnerable.
